Environmental Monitoring Support Services West Valley Site Mgmt Program

NYSERDA seeks proposals from firms and/or individuals to perform Environmental Monitoring Support Services for the West Valley Site Management Program (WVSMP) at the Western New York Nuclear Service Center (WNYNSC), located near West Valley, New York, approximately 30 miles south of Buffalo, in the towns of Ashford and Concord. The WNYNSC includes the State-Licensed Radioactive Waste Disposal Area (SDA) occupying 15 acres and the Retained Premises (RP) comprising 3,100 acres. The SDA operated as a commercial low-level radioactive waste disposal facility from 1963-1975, receiving approximately 2.4 million cubic feet of waste from government facilities, commercial power reactors, nuclear fuel cycle facilities, and other institutions and industries. The objective of this RFP is to select a team experienced in monitoring and handling of radioactive and/or hazardous material to provide NYSERDA with services, expertise, and materials needed to implement and support the WVSMP environmental monitoring program. Work activities include: groundwater and leachate monitoring, surface water and storm water monitoring, environmental radiation dosimetry monitoring, and associated project management activities including data reduction/reporting, database management, and support services for health and safety and emergency response. The Contractor will work under NYSERDA's procedures for routine services and collaborate with NYSERDA to develop plans for non-routine services. NYSERDA holds title to the WNYNSC on behalf of the people of the State of New York and is responsible for maintenance and management of the facility, excluding 170 acres currently under DOE control for completion of the West Valley Demonstration Project (WVDP). NYSERDA has managed the SDA since 1983 and assumed control of an additional 15.7 acres in October 2009.
