Equipment Rental of Insulation Analyzer & Relay Tester

The City of Pasadena Water and Power Department (PWP) Power Delivery Division is seeking a vendor to provide as-needed rental equipment consisting of an insulation analyzer and a relay tester. These testing instruments are essential for the maintenance and verification of electrical distribution equipment and protection systems used in the city's power delivery infrastructure.

This is an informal selection procurement under PMC 4.08.050, with a Q&A deadline of June 4, 2024 at 9:00 PM Pacific Time and a proposal submission deadline of June 11, 2024 at 9:00 PM Pacific Time. Vendors must submit proposals through the OpenGov procurement portal and include all required documentation and forms.

Required submission materials include: Relevant Experience Form (Attachment B), Disclosure of Lobbying Activities (Attachment C), Unique Entity ID verification from SAM (Attachment D), DoIT Technical Questionnaire (Attachment E), and Affirmative Action certifications (Attachment A). Proposals must include detailed pricing information for the rental equipment and address all specification requirements outlined in the solicitation.

The City of Pasadena will evaluate proposals based on vendor qualifications, pricing competitiveness, equipment condition and availability, service responsiveness, and compliance with all city requirements including insurance, federal contract provisions, and HUD requirements where applicable.
