ERP & CIS Modernization

New Braunfels Utilities (NBU) is seeking qualified respondents to provide software and system implementation services for modernized Enterprise Resource Planning (ERP) and Customer Information System (CIS) solutions. The project encompasses the selection and implementation of integrated ERP and CIS platforms to replace or modernize NBU's existing systems, supporting the utility's core business operations including customer management, billing, financial accounting, and resource planning.

Key project deliverables include system design, configuration, data migration, integration with existing systems, user training, and go-live support. Respondents may participate as prime system implementors, ERP software providers, or CIS software providers. The RFP evaluation will consider vendor experience, system capabilities, implementation methodology, timeline, cost, and support services.

Critical dates include a pre-proposal conference scheduled for April 15, 2026 at 7:00 PM CT, a questions and answers deadline of April 28, 2026 at 10:00 PM CT, and a notice of intent to bid deadline of May 4, 2026 at 5:00 PM CT. The proposal submission deadline is May 22, 2026 at 7:00 PM CT. While submission of a notice of intent to bid is non-binding and not mandatory, it is strongly recommended. Interested respondents should submit the notice by email to purchasing@nbutexas.com with the subject line format: "Intent to Bid: RFP#26-0063 - [Respondent Organization Name]".

Comprehensive RFP documentation includes vendor requirements response forms, cost proposal workbooks for ERP and CIS system integration and software components, key personnel resumes, system sizing and data volume specifications, and application inventory. Respondents must complete detailed requirements matrices and provide pricing for both software licensing and implementation services across multiple cost categories.
