ESCO Construction Management Services

The West County Wastewater District (District) is seeking proposals from qualified firms, teams, and/or individuals to provide construction management services for an Energy Service Company (ESCO) project. The District provides wastewater collection and treatment services to approximately 93,000 residents across the City of San Pablo, portions of the City of Richmond and City of Pinole, and unincorporated areas within western Contra Costa County. The District operates a system that includes 249 miles of gravity sewer pipelines, 17 lift stations, 6 miles of pressurized force mains, and a water quality resource recovery plant with an NPDES permitted capacity of 12.5 million gallons per day (MGD).

The construction management services contract will support ESCO project implementation. The contract term length will be determined once the project scope has been confirmed by the District. Proposers should be highly experienced in construction management and have demonstrated expertise in managing similar wastewater infrastructure projects.

Key dates for this solicitation include a Q&A deadline of January 29, 2021 and a proposal submission deadline of February 6, 2021. All interested parties should carefully review the complete RFP document and all attachments, including Appendix A, to understand the full scope of work and submission requirements.
