Energy Trust of Oregon seeks a Program Management Contractor (PMC) to design, manage, and deliver the Existing Buildings program across Oregon and Southwest Washington. The PMC will oversee energy efficiency incentives, technical support, and resources to increase the energy efficiency of existing commercial buildings, including offices, nonprofits, schools, retail, food service, lodging, healthcare facilities, government buildings, warehouses, religious institutions, community centers, fitness and recreation facilities, grocery stores, and convenience stores.
The program operates through two delivery tracks: Standard Track (prescriptive or semi-prescriptive measures with deemed savings) and Custom Track (complex, site-specific measures requiring energy modeling and analysis). The PMC will manage all aspects including program design, budgeting, forecasting, delivery, marketing, outreach, technical project support, trade ally management, customer education, reporting, data management, and incentive processing. The contract structure requires the PMC to coordinate with separately selected Existing Multifamily and Commercial Energy Performance Management (EPM) Program Delivery Contractors (PDCs) on budgeting, forecasting, project processing, reporting, and delivery.
Key dates include: RFP posted January 21, 2026; questions due January 30, 2026 at 5:00 p.m. PPT; pre-bid webinar February 5, 2026 at 10:00 a.m. PPT; Intent to Respond due February 13, 2026 at 5:00 p.m. PPT; proposal deadline March 18, 2026 at 5:00 p.m. PPT; finalist interviews week of April 27, 2026; bidder notifications week of June 15, 2026; board authorization meeting July 1, 2026. Transition work begins September 1, 2026, with full implementation starting January 1, 2027.
The contract term is four years (2027-2030) with potential extensions up to three additional years. Multiyear savings targets for 2026-2030 include: PGE electric 168,513,953 kWh; PAC electric 102,981,252 kWh; NWN gas 8,845,746 therms; CNG gas 1,299,892 therms; Avista gas 679,426 therms. Total incentive targets for 2026-2030 are: PGE $71,954,496; PAC $45,816,393; NWN $41,485,435; CNG $6,313,866; Avista $2,939,096. A minimum of 20% of contract value (excluding incentives) must be subcontracted to certified small and disadvantaged contractors.
