Clean Power Alliance of Southern California (CPA) is seeking proposals for a provider to perform a preliminary CCA feasibility study that examines the potential costs and revenues should selected cities join CPA. The study will be based on available historical usage data and/or usage data from current CPA member cities with similar load profiles. The results of the study will inform the selection of a subset of those cities to be the subject of full feasibility assessments in June 2021, and a second round of pre-feasibility and feasibility studies in 2022. The work involves: 1) Pre-Feasibility Study Design and Data Gathering - assess available usage data and study approaches for up to five cities, 2) 2021 Pre-Feasibility Study and Report - analyze expected revenues, cost comparisons, greenhouse gas emissions impacts, and cost of service analysis, 3) 2021 Feasibility Study and Report - update the study for selected cities using four years of usage data, 4) 2022 Pre-Feasibility and Report - update previous studies and/or incorporate additional cities, 5) 2022 Feasibility and Report - update with the most recent four years of data for selected cities.
