Feed-In Tariff Program

San Diego Community Power (SDCP) offers a Feed-In Tariff program for qualifying applicants seeking to sell renewable energy from small-scale distributed renewable generating resources. This is an open, ongoing program (not a time-limited solicitation) that allows eligible renewable energy producers to enter into long-term power purchase agreements with SDCP.

Eligible resources must be new (not previously operational), smaller than 1 MW nameplate capacity, physically located and interconnected within SDCP's service territory, and certified as an Eligible Renewable Energy Resource by the California Energy Commission under the RPS program. Qualifying fuel sources include solar photovoltaic, wind, small hydroelectric, geothermal, biomass, fuel cells using renewable fuels, digester gas, landfill gas, municipal solid waste, ocean wave, ocean thermal, tidal current, and solar thermal, including non-GHG-emitting energy storage in hybrid facilities. Applicants must obtain interconnection through San Diego Gas & Electric Company (SDG&E) and secure all necessary permits from jurisdictional agencies.

The FIT PPA offers delivery terms of 10, 15, or 20 years beginning from the Commercial Operation Date. Base energy prices are $120/MWh ($0.12/kWh) during premium hours (7:00 PM to Midnight) and $60/MWh ($0.06/kWh) during all other hours. Bonus incentives of $2.50/MWh (applicable for the first five years only) are available for projects meeting specific criteria: Local Business (applicant/prime contractor headquartered in an SDCP member community), Previously Developed Sites (at least 20% of project footprint on previously developed land), and Sited within Communities of Concern (located in Disadvantaged Communities or qualifying census tracts).

The program has a total capacity limit of 6 megawatts, with applications accepted on a first-come-first-served basis. Applicants must submit a non-refundable $500 application fee and a Reservation Security Deposit of $5 per kilowatt at application time. A Development Security Deposit of $5 per kilowatt is due at PPA execution, and a Performance Security Deposit of $10 per kilowatt is due at Commercial Operation Date. Monthly payments are made based on metered electric deliveries net of station service. Projects delivering environmental attributes must register with WREGIS and transfer all Renewable Energy Certificates to SDCP's designated account. Applicants may submit no more than one FIT Application per calendar month.
