FGE (Frontier Generation Energy) is issuing this Default RFP 2026-11 to solicit proposals for long-term Power Purchase Agreements (PPAs) and Renewable Energy Certificates (RECs) to meet its resource adequacy requirements and renewable portfolio standard obligations. The RFP seeks proposals for new renewable generation (wind, solar, hydropower), energy storage, and existing resources that can deliver into the ISO New England market. Proposals must demonstrate commercial operation by June 2029 and meet minimum contract capacity of 5 MW. FGE intends to procure 200 MW of new renewable capacity and 50 MW of storage capacity to serve its Massachusetts load.
Key requirements include: a 15-year PPA term with fixed or escalating pricing, commitment to deliver energy and RECs to FGE's load zone, and evidence of interconnection, permitting, and financing. Proposers must submit a non-refundable processing fee of $2,500. A pre-bid conference is scheduled for January 30, 2026, at 10:00 AM EST. Questions must be submitted by February 15, 2026. Proposals are due on March 15, 2026, at 5:00 PM EST. Shortlisted bidders will be notified by April 30, 2026, followed by oral presentations and contract negotiations. FGE expects to execute contracts by June 30, 2026.
The RFP includes a standard Power Supply Agreement (App B) and a Submission Form (App A). Proposers must complete all appendices and submit via FGE's secure upload portal. Evaluation criteria include price (40%), project viability (25%), environmental attributes (20%), and timing to commercial operations (15%). FGE reserves the right to reject any or all proposals. This solicitation is governed by the FGE Procurement Policy and is subject to Massachusetts DOER approval.
FGE is a municipal electric utility serving approximately 300,000 customers in eastern Massachusetts. This RFP supports the Commonwealth's goal of 50% renewable electricity by 2030. Additional supporting data, including historical load profiles and capacity tags, are provided in the accompanying Excel files. Proposers are encouraged to review the DOER 110 Report for further guidance on technology eligibility and price benchmarks.
