Fire Protection Systems – Inspection, Service, Maintenance, and Emergency Response

The City of Lakeland seeks a licensed Fire Protection System contractor certified per Florida Statute 633 to provide comprehensive year-round inspection, preventive maintenance, corrective service, and 24/7 emergency response for fire protection systems at three power generation facilities: McIntosh Power Plant, Larsen Station, and Winston Peaking Station. The contractor shall furnish all labor, supervision, materials, tools, test instruments, lifts/rigging, travel, and administration necessary to maintain full operational status and compliance with applicable codes and standards at all times.

The facilities contain diverse suppression and detection systems including sprinklers, hydrants/standpipes, engineered suppression systems, fire pumps, foam systems, water mist systems, and fire alarm networks. All systems must remain in continuous compliance with NFPA standards, Florida Statutes, and local fire codes. Given the critical nature of electric power generation, system reliability is essential. Fire protection equipment requires regular inspection, testing, and preventive maintenance with prompt corrective service and 24/7/365 emergency response availability.

This solicitation will result in a one (1) year contract with options for four (4) additional one (1) year renewals upon mutual consent. Key dates include a pre-proposal meeting on December 2, 2025 at 3:00 PM, questions and answers deadline of December 9, 2025 at 10:00 PM, and the proposal submission deadline of December 16, 2025 at 9:00 PM.

Contractors must demonstrate expertise in fire protection system compliance, maintenance procedures, and emergency response protocols. Proposals will be evaluated based on qualifications, experience, compliance capabilities, pricing, and ability to provide continuous 24/7 service coverage.
