FM 1101 Pump Station

New Braunfels Utilities (NBU) is soliciting sealed proposals for the design and construction of a new potable water pump station and associated infrastructure. The project includes construction of a 7.5 million gallon per day (MGD) potable water pump station, incoming potable water supply line and flow control valve station, 2.5 million gallon pre-stressed concrete ground storage tank, booster pump building with horizontal split case pumps, concrete masonry unit (CMU) control building, electrical systems, instrumentation, controls, SCADA system, motor control center, variable frequency drives, diesel generator, perimeter fencing, site security, and all other appurtenances necessary to complete the project.

The project is located at 788 Barbarosa Road, New Braunfels, Texas. The target commencement date for construction activities is September 15, 2026, with an estimated project duration of 750 calendar days from the Notice to Proceed date. The estimated maximum construction budget is approximately $16,900,000, which includes all incidental and contingent expenses.

Key dates include a pre-proposal conference on May 14, 2026 at 2:00 PM CST at the NBU Service Center Conference Room C, 355 FM 306, New Braunfels, Texas 78130, with site visits immediately following. The Q&A deadline is May 19, 2026 at 4:00 PM CST. Sealed proposals must be submitted electronically through www.opengov.com on or before May 28, 2026 at 2:00 PM CST. Proposals will be opened and read aloud on May 28, 2026 at 3:00 PM CST via video conference.

Submission requirements include a completed and signed Bid Form, acknowledgment of addenda, required Bid Bond, corporate documentation, insurance documentation, Conflict of Interest Form (Form CIQ), Form 1295, verification forms for Chapters 2271, 2274, and 2276 of the Texas Government Code, and statements concerning selection criteria including overall qualifications, reputation, past relationships with NBU and public owners, proposed schedule, available resources, corporate history and stability, and past performance on similar projects. All responses must be submitted electronically in PDF format through www.opengov.com. Design documents were prepared by Quiddity Engineering, LLC dated January 30, 2026 (Design Drawings) and February 4, 2026 (Technical Specifications).
