Fort Washington Road Water Main Replacement

The Washington Suburban Sanitary Commission (WSSC) Water and Wastewater Department is soliciting sealed bids for the Fort Washington Road Water Main Replacement project in Prince George's County, Maryland. The project involves the replacement of existing 3-inch, 4-inch, 8-inch, 10-inch, and 12-inch Cast-Iron and Asphaltic Ductile Iron distribution water mains, originally constructed between 1962 and 1978, with new 4-inch, 8-inch, and 12-inch Ductile Iron water mains. The infrastructure serves the Warburton Oaks, Franklin Square, Kimberley Woods, and Tantallon North subdivisions in Fort Washington, Maryland, operating within the 290B pressure zone.

The project addresses critical infrastructure reliability concerns. Since 1993, these four subdivisions have experienced approximately 51 water main breaks, shutdowns, and pipe repairs, indicating significant deterioration of aging cast-iron infrastructure. The replacement will ensure reliable water service delivery, improve water quality, and substantially reduce ongoing maintenance costs for the affected communities.

This project is funded through the Maryland Department of the Environment State Revolving Fund and is subject to compliance with the American Iron and Steel Act and the Build America, Buy America Act (BABA). All work must adhere to Davis-Bacon prevailing wage requirements. Bidders must submit sealed responses through WSSC's eProcurement Portal with a deadline of June 16, 2026 at 2:00 PM. A questions and answers deadline is set for June 2, 2026 at 6:00 PM. The solicitation includes comprehensive technical documents including plans, specifications, geotechnical reports, and special provisions.

Evaluation will consider contractor qualifications, compliance with MBE/SLBE participation requirements, insurance and bonding capacity, pricing proposals, and adherence to all technical and regulatory specifications. Minority Business Enterprise (MBE) and Small Local Business Enterprise (SLBE) program participation is required as part of the bidding process.
