Foster Lane Sewer Realignment Specifications & Landscape Design Preparation

West County Wastewater District (WCW) is seeking qualified engineering and architectural (A&E) firms to prepare landscape construction plans, technical specifications, and bid documents for the Foster Lane Sewer Realignment Project. The project addresses a gravity sewer line compromised by landslide approximately 50 years ago, which was temporarily served by a lift station. Engineering plans were completed in 2022, and all easements were finalized in early 2023. The selected consultant will be responsible for four primary deliverables:

1. Prepare landscape construction plans with technical specifications addendum
2. Prepare technical specifications for the engineering plan based on WCW's public works specification template
3. Prepare front and back-end specifications for the sewer realignment engineering plan using WCW's template
4. Combine landscape and engineering plans and prepare all necessary bid documents for construction

The project includes restoration of gravity sewer infrastructure, decommissioning of the existing lift station, and compliance with easement agreements requiring restoration of affected parcels to their prior condition through landscaping and hardscape work. WCW serves approximately 100,000 residents across the City of San Pablo, portions of Richmond and Pinole, and unincorporated areas in western Contra Costa County, operating a system with 249 miles of gravity sewer pipelines, 17 lift stations, 6 miles of force mains, and a resource recovery plant with 12.5 million gallons per day NPDES permitted capacity.

Key dates include a pre-proposal meeting on May 7, 2024 at 9:30 PM, a questions and answers deadline of May 14, 2024 at 11:00 PM, and a proposal submission deadline of June 7, 2024 at 11:00 PM. The successful proposer will execute a professional services agreement with a one-year base term and up to four optional one-year renewal terms. All proposals must be submitted through WCW's eProcurement Portal (OpenGov Procurement). Submission of a proposal constitutes a firm offer valid for 180 days from the deadline.
