General Engineering Services XV

Cleveland Water District (CWD) is seeking qualified engineering firms to supplement its internal engineering staff through a general engineering services contract. The contract is designed to provide flexible access to engineering expertise across all disciplines to support CWD's operational and capital projects. The exact nature and scope of engineering tasks cannot be fully defined at this stage, as the contract will serve as a vehicle for various engineering needs that may arise during the contract period.

The scope of work may encompass services from all engineering disciplines including but not limited to civil, structural, environmental, mechanical, electrical, water quality, hydraulics, and related fields. Contractors should be prepared to support CWD with deliverables that may include engineering studies, design work, technical analysis, project management support, and other professional engineering services as requested by the District.

Key dates include: Pre-Proposal Conference on May 20, 2025 at 2:00 PM; Questions and Answers deadline on June 2, 2025 at 4:00 PM; and Proposal Deadline on June 10, 2025 at 4:00 PM. Interested firms must review the RFP documents including the sample agreement (Appendix A), staff proximity table and questions (Appendix B), fee tables (Appendix C), reimbursables policy (Appendix D), and previous contract task examples (Appendix E) to understand CWD's expectations and fee structures.

Proposals will be evaluated based on published evaluation criteria that assess firm qualifications, staff expertise, proposed fee structures, and ability to provide responsive service to CWD. All submissions must comply with equal opportunity requirements and City of Cleveland regulations. The selected firm(s) will work on an as-needed basis to support CWD's engineering requirements during the contract period.
