GENERAL SERVICE AGREEMENT

Gainesville Regional Utilities (GRU), a multi-service utility owned by the City of Gainesville and the 5th largest municipal electric utility in Florida, is requesting proposals from experienced Licensed Contractors to provide maintenance, alteration, construction, and power generation services. The scope includes work on electrical substations, gate stations, water and wastewater treatment plants, wastewater lift stations, electrical transmission and distribution lines, pipelines, pump stations, and associated civil, mechanical, structural, electrical, and instrumentation and controls (I&C) work for individual projects.

GRU intends to award a minimum of ten (10) continuing construction service contracts. The initial contract term is three (3) years with the option for up to two (2) additional two-year extensions, contingent upon satisfactory performance and mutual written agreement. GRU will solicit three (3) proposals for work valued at or above $300,000.00. Contractors will be expected to submit proposals for projects similar to their general line of work. GRU may elect not to renew any contract with or without cause.

GRU serves approximately 99,700 retail and wholesale customers in Gainesville and surrounding areas, offering electric, natural gas, water, wastewater, and telecommunication services. The utility operates four power generation plants with total generating capability exceeding 550-MW, maintains 1,417 circuit miles of electric distribution lines (60% underground), operates three water/wastewater plants, manages 178 wastewater lift stations and 671 miles of gravity sewer mains, and maintains 1,122 miles of water distribution lines.

Key dates include a Q&A deadline of July 11, 2025 at 10:00 PM and a proposal submission deadline of July 23, 2025 at 6:00 PM. Contractors can expect to be called upon to service any of GRU's areas and business lines as described in the solicitation.
