GENERAL TRAINING SERVICES

The City of Cleveland's Department of Public Utilities (DPU) is soliciting proposals from qualified firms to administer a comprehensive training program over a two-year initial period, with two optional one-year renewal periods. The selected vendor(s) will provide professional services to support skill development, knowledge enhancement, and capability building for approximately 1,380 DPU employees across four major divisions: Cleveland Division of Water (CWD), Cleveland Public Power (CPP), Division of Water Pollution Control (WPC), and Finance Division (Utilities Fiscal Control).

The training program shall encompass course development and delivery at beginner, intermediate, and advanced levels, tailored to DPU's specific business functions and strategic objectives. Services include organizing and evaluating training effectiveness, providing on-demand open enrollment courses, refresher courses, and support for employees pursuing degrees, licensures, certifications, and continuing education directly related to their positions. DPU requires vendors to demonstrate complete subject matter expertise and gives preference to those with accredited instructors. Training needs span multiple departmental areas including operations, technology implementation, safety compliance, workforce development, and emerging business processes.

Key dates include a Pre-Proposal meeting on May 29, 2024 at 2:00 PM, a Questions and Answers deadline of June 6, 2024 at 4:00 PM, and a proposal submission deadline of June 20, 2024 at 4:00 PM. Proposals must include vendor background information, proposed training methodologies, instructor qualifications, evaluation and measurement approaches, and pricing. The evaluation will consider vendor experience with utility industry training, ability to customize curricula, track record of training effectiveness, cost competitiveness, and capacity to meet DPU's diverse training needs across multiple divisions.
