Generator Services for Preventative and Corrective Maintenance

The Washington Suburban Sanitary Commission (WSSC) is soliciting sealed responses for comprehensive generator services covering preventative and corrective maintenance of standby diesel, gas, and LP generators located at various WSSC facilities in Prince George's and Montgomery Counties, Maryland. The contractor must provide all necessary labor, materials, tools, equipment, and supervision to conduct annual maintenance inspections and corrective maintenance on emergency standby generators as specified in the scope of work.

WSCC is a bi-county agency established in 1918 serving 1.8 million residents in Montgomery and Prince George's Counties with water supply and wastewater services. The utility operates nearly 5,600 miles of freshwater pipeline and more than 5,400 miles of sewer pipeline, making it among the largest water and wastewater utilities in the nation. Generator maintenance is critical to ensure backup power availability for emergency operations across WSSC facilities.

Key submission dates include a Q&A deadline of November 5, 2025 at 7:00 PM and a proposal submission deadline of November 13, 2025 at 2:00 PM (prior to 2:00 PM EST). Responses must be submitted via WSSC's eProcurement Portal at https://procurement.opengov.com/portal/wsscwater. Late responses will not be accepted. Evaluation will consider factors including vendor qualifications, maintenance approach, pricing, and compliance with MBE/SLBE program requirements.

Contractors must meet minimum qualifications, maintain appropriate insurance and bonds as specified in the solicitation documents, and comply with all general and special conditions outlined in the appendices. All work must be performed in accordance with industry standards for generator maintenance and WSSC operational requirements.
