Geographic Information System (GIS) & Engineering Records Document Management Support Basic Ordering Agreement

The Washington Suburban Sanitary Commission (WSSC) seeks a consulting firm to provide Geographic Information System (GIS) and Engineering Records Document Management support through a Basic Ordering Agreement (BOA). The contractor will serve as a technical subject matter expert supporting WSSC's initiatives to modernize its GIS infrastructure and integrate it with enterprise applications. The organization currently operates an advanced enterprise GIS leveraging ArcGIS Server with spatial database engine (SDE) components and is transitioning its infrastructure to cloud-based solutions (Azure) while migrating from Oracle to SQL Server as its primary relational database management system (RDBMS).

The scope of work encompasses multiple areas including migration to industry-standard data models (such as ESRI's water and sewer utility data models) to improve facilities connectivity and enable 3D visualization; implementation of best practices for water/sewer GIS and Enterprise Content Management (ECM) solutions; development of configurable HTML5/JavaScript applications for field editing on mobile devices and desktop environments; planning and testing support for software upgrades and server migrations; workflow development for document handling in Filenet and/or e-Builder; exploration of emerging technologies including drone-based asset mapping, ground penetrating radar, building information modeling (BIM), and LIDAR technology; and implementation of augmented reality visualization to integrate GIS data with engineering records.

Key dates include a pre-proposal meeting on May 7, 2026 at 2:00 PM, a questions and answers deadline of May 11, 2026 at 6:00 PM, and a proposal submission deadline of May 29, 2026 at 2:00 PM. All responses must be submitted via WSSC's eProcurement Portal at https://procurement.opengov.com/portal/wsscwater. Late responses will not be accepted. The contractor must demonstrate expertise in GIS technologies, enterprise data management, web application development, cloud infrastructure, and water/wastewater utility systems.
