Bidders must submit required forms including Offer Form (with pricing on fixed dollar or index basis tied to average clearing price of previous four quarterly CARB allowance auctions), Master Allowance/Offset Credit Purchase Agreement (redline version), Offset Credit Confirmation (redline version), Project Description Form, Credit Application, and Supplier Diversity Information Form for DBE Bidders. Pricing may be provided on a fixed dollar amount basis or an index basis. SDG&E will consider materiality of modifications to form agreements as part of qualitative evaluation.
