GIS Consulting Services for Electric Utility Network Migration

The City of Anaheim is seeking consulting services to support the migration of its Electric Utility's existing GIS data and workflows to the Esri Utility Network (UN) platform. Anaheim operates a full-service municipal GIS infrastructure serving all fifteen city departments with over 1,000 internal users. The electric utility currently manages approximately 130,000 electric meters, 174 circuit miles of transmission lines, and 3,470 circuit miles of distribution and secondary lines, along with ancillary features including circuit breakers, fuses, generators, transformers, and risers. These electric features currently reside within an Esri ArcSDE version 10.6.1 SQL Server enterprise database maintained using the Schneider ArcFM suite of ArcMap desktop editing tools.

The scope of work includes data assessment, model design, data transformation, configuration, testing, and deployment support to transition from the existing system to the Utility Network platform. Current system integrations include Minsait ACS Outage Management System (OMS) and Oracle Work order/Asset Management System (WAMS), with planned future integrations including an upgrade to Oracle WACS (currently in progress) and a new OMS system (vendor to be determined). The contractor will coordinate with these existing and future systems during the migration process.

The City of Anaheim will provide production and test environments of ArcGIS Enterprise and Portal for ArcGIS, an Enterprise Geodatabase, ArcGIS Pro software, and all necessary licensing to use the Utility Network on premise. Key dates include a Q&A deadline of September 15, 2025, at 9:00 PM and a proposal submission deadline of September 29, 2025, at 4:00 PM.
