Glenarm Battery Energy Storage System Construction

Pasadena Water and Power (PWP), a department of the City of Pasadena, invites bids for the construction of a 25 Megawatt (MW) utility-scale lithium iron phosphate Battery Energy Storage System (BESS) with a minimum storage capability of four (4) hours at PWP's Glenarm Power Plant location. The project is located on 0.59 acres at 43 East State Street, Pasadena, California, and will interconnect directly to PWP's electric distribution system at 34.5 kilovolts (kV). All construction must adhere to applicable local, state, and federal regulations and protocols.

This is a construction-only contract. Complete design and engineering documents have been finalized and are included in the bid package. The selected contractor will be responsible for all construction execution, equipment installation, wiring, termination, testing, field coordination, local testing, and commissioning services to deliver a fully operational BESS facility. The contractor must demonstrate relevant experience with lithium-ion utility-scale containerized battery projects or similar electrical infrastructure projects and must comply with all applicable codes, safety standards, and permitting conditions.

Key dates include a pre-proposal meeting on April 7, 2026 at 4:00 PM, a questions and answers deadline of May 7, 2026 at 9:00 PM, and a proposal submission deadline of May 28, 2026 at 9:00 PM. The contract scope includes all labor, materials, equipment, transportation, supplies, systems, disposal, support during commissioning, interconnect, and start-up of the BESS prior to the Commercial Operation Date. A separate contract with a qualified Project Developer covers development, design, engineering, ownership, and operation of the facility.
