Grant Writing and Research Services

Pasadena Water and Power (PWP), a department of the City of Pasadena, seeks a qualified firm to provide grant writing and grant identification/research services. The City of Pasadena is pursuing ambitious clean energy goals with a target of 100% clean energy by 2030, 15 years ahead of state-mandated timelines. PWP is also evaluating options for clean energy technology and rate structures to accommodate evolving trends toward bi-directional electrical grid usage by customers, including customer-owned generation and storage devices. Additionally, PWP continues to maintain and improve its historic water infrastructure while leading water conservation efforts.

The selected contractor must demonstrate a proven track record of identifying suitable grant opportunities specifically for municipal utilities and possess expertise in advancing candidacy through persuasive and effective grant writing techniques. The contractor will work across PWP's six business units, including External Affairs (marketing, public relations, energy efficiency, electrification programs, government affairs, strategic planning), Finance and Administration, Customer Service and Technology, Power Supply, Power Delivery, and Water Delivery. Key dates include a Questions and Answers deadline of June 14, 2024 at 10:00 PM Pacific Time, and a proposal submission deadline of July 8, 2024 at 10:00 PM Pacific Time.

Proposals must include relevant experience documentation, conflict of interest disclosures, disqualification disclosures, taxpayer protection amendment disclosures, designated representatives, and a completed DoIT Technical Questionnaire. All submissions require proof of unique entity identification (SAM registration), master services contract agreement, and declarations of non-collusion. The scope encompasses comprehensive grant identification, research, and writing services tailored to support PWP's strategic initiatives in clean energy transition and water infrastructure improvement.
