Grant Writing Services for PWP Water Conservation

Pasadena Water and Power (PWP) Water Conservation section is seeking a qualified vendor to provide comprehensive grant writing and grant research services for a 24-month contract term with an estimated contract value of $70,000. The vendor will support PWP's efforts to secure funding for water conservation, efficiency, and program development initiatives as the agency responds to new state water use regulations being finalized by the California State Water Resources Control Board.

The scope of work includes conducting monthly grant opportunity calls to provide updates, performing grant research and prospecting to identify applicable funding opportunities, tracking and communicating open grant opportunities to PWP staff, conducting a needs assessment to understand the Water Conservation section's current funding priorities, providing professional grant writing services for grant applications, and attending additional meetings as required. The vendor must demonstrate a proven track record of successfully writing and winning grants focused on water efficiency, conservation, program development, and implementation.

PWP serves approximately 38,000 customer accounts across a 25-square-mile service area in the northwestern San Gabriel Valley in Los Angeles County, including portions of Pasadena and unincorporated areas of Altadena, East Pasadena, and San Gabriel. The agency is preparing for implementation of new state regulations that will affect residential indoor and outdoor water use, as well as significantly increased oversight of commercial, industrial, and institutional (CII) outdoor water use over the next 3-5 years.

Key dates include a Questions and Answers deadline of January 30, 2024 at 10:00 PM and a proposal submission deadline of February 13, 2024 at 11:00 PM. Prospective vendors must submit responses in accordance with the City of Pasadena's competitive selection requirements (PMC 4.08.047) and include all required forms, disclosures, and documentation as specified in the procurement package.
