Great Lakes Utilities is seeking proposals for capacity and energy resources to serve MISO-region customers. This RFP welcomes both existing assets and newly developed resources, with a preference for resources located in MISO Zones 1 and 2, though proposals from other zones will be evaluated. Eligible resources include conventional generation, renewable energy (solar with or without storage, standalone storage), and distributed resources of 2 MW or greater in aggregate.
Proposals may be structured as bundled energy and capacity offerings, capacity-only, or energy-only products. For energy products, both firm energy and unit contingent offers are acceptable. Delivery options include busbar delivery for Zone 1 and Zone 2 projects, and energy-only offers may not require direct resource identification. The RFP process consists of two phases: Phase 1 submissions (deadline December 10, 2024) will be evaluated, with Phase 1 results announced January 10, 2025, followed by Phase 2 submissions (deadline January 24, 2025) and final results on February 21, 2025. All questions must be submitted by November 15, 2024, and responses will be posted online.
Key evaluation considerations include meeting project development goals, timeline feasibility, financial assurance requirements, and permitting status. Financial assurance timing for early-stage greenfield projects will be determined on a project-by-project basis during Phase 2. Respondents should provide detailed information regarding project status, capacity and energy specifications, delivery locations, and financial capability. GLU will analyze both new and existing resources based on the information provided in proposals.
