GREC 4 Terminal Upgrade Construction Project

Grand River Dam Authority (GRDA) is soliciting sealed bids for a transmission-related project through RFQ 2941 on the Bid Express platform. This is a mandatory sealed bid process where all quotes and proposals must be submitted electronically through Bid Express at https://www.bidexpress.com.

Prospective bidders are required to attend a mandatory pre-bid meeting scheduled for July 22, 2025 at 10:30 AM Central Time at GRDA Transmission Headquarters, located at 635 Highway 69A, Pryor, Oklahoma 74362. A site visit to the job site will immediately follow this pre-bid meeting.

Questions regarding the solicitation must be submitted through the Bid Express platform and must be received by August 1, 2025 at 2:00 PM Central Time. Questions will NOT be answered via phone, fax, or email. The bid submission deadline is August 5, 2025 at 2:00 PM Central Time. Bid opening will take place on the Bid Express website with no public opening ceremony.

All bidders must be registered with Bid Express to access the RFP documents. There is a $50.00 fee to upload your quote or proposal. Bids and proposals will not be accepted via phone, mail, fax, or email. Only submissions received through the Bid Express platform will be considered.
