Greenhouse Gas Action Plan and Climate Plan Development

The Washington Suburban Sanitary Commission (WSSC) is seeking consultant services to support the development and annual updates of a Greenhouse Gas Action Plan and Climate Action Plan for the organization. WSSC is a leading provider of drinking water and wastewater treatment services serving Montgomery and Prince George's Counties in Maryland.

The consultant shall prepare an annual Greenhouse Gas (GHG) emissions inventory to quantify the organization's total GHG emissions across all operations. The scope includes measurement of emissions from energy-intensive water treatment and distribution processes, wastewater collection and treatment, and sewer methane and nitrous oxide testing with results analysis. The consultant will support WSSC General Services Department in tracking, managing, and reporting GHG emissions annually.

The consultant shall develop WSSC's Climate Action Plan and provide annual updates. The Climate Action Plan will be publicly accessible and describe current plans, progress, and actions WSSC is taking to address climate change impacts on facilities and operations, with annual progress reporting. The consultant must also support the development of strategies to meet WSSC's GHG reduction goals.

Key dates include a pre-proposal meeting on December 5, 2025 at 4:30 PM, a Q&A deadline of December 9, 2025 at 7:00 PM, and a proposal submission deadline of January 15, 2026 at 2:00 PM EST. All responses must be submitted via WSSC's eProcurement Portal. Late responses will not be accepted.
