Ground Grid Substations Surface Restoration and Vegetation Abatement

Alameda Municipal Power (AMP) is soliciting qualified contractors to provide comprehensive substation ground grid surface restoration and vegetation abatement services across multiple facilities. The selected contractor will be responsible for restoring the surface condition of ground grids at various substations and performing vegetation abatement to ensure the safety, reliability, and efficiency of electrical infrastructure. Work includes removal of all weeds, grasses, and woody vegetation within fenced station yards, clearing of organic debris, disposal of green waste offsite in compliance with regulations, herbicide application using approved products, installation of heavy-duty UV-resistant weed barrier fabric with minimum 12-inch overlap, and re-rocking with crushed angular granite or basalt to restore surface depth to 4-6 inches minimum.

Key Scope Elements:

• Complete removal of existing weeds and vegetation including roots where practicable
• Application of herbicide compliant with City of Alameda Integrated Pest Management (IPM) requirements and all state and federal regulations
• Installation of weed barrier fabric secured with staples or pins with full coverage and no exposed soil
• Furnishing and installation of crushed rock (3/4-inch to 1-1/2-inch size) with proper grading to maintain drainage away from structures and equipment foundations
• Field verification of site conditions prior to bidding
• Contractor provides all labor, materials, tools, equipment, and supervision

Contractor must comply with City of Alameda IPM requirements, prevailing wage requirements, insurance requirements, and all applicable state licensing requirements for herbicide application. AMP reserves the right to approve all proposed herbicide products prior to application.
