Guatemala - Hybrid Photovoltaic Solar System

The U.S. Embassy Guatemala City, through its GSO Procurement Section, issued this Request for Quotations (RFQ) for a hybrid photovoltaic solar system to be installed at the Instituto Guatemalteco de Migración (IGM) facility. The contractor will be responsible for the design, supply, installation, commissioning, and training for a complete solar-plus-storage system that integrates with the existing backup generator. The system must include solar photovoltaic panels, battery storage with a total capacity of 80 kWh, an Automatic Transfer Switch (ATS), and an Energy Management System (EMS). The hybrid system shall provide a minimum of 8 hours of backup power for critical loads (power and lighting only; air conditioning is excluded) during grid outages, operate in Zero Export mode to prevent energy export to the generator or grid, and automatically coordinate operation between the power grid, battery bank, photovoltaic system, and generator set to ensure uninterrupted power supply to critical loads. The site voltage is 220 V single phase; no three-phase power is required. Only one electric meter (for power and lighting) is used. The contractor must also apply for self-producer authorization on behalf of IGM and provide 8 hours of on-site training for 4 designated personnel.

The original solicitation was published on July 6, 2026. Amendment 0001, effective August 4, 2026, extended the due date for quotations to August 14, 2026, and incorporated a Questions and Answers document that provides technical clarifications and site conditions. IGM operates 24/7, with busiest days on Tuesdays and Fridays; all work schedules must be coordinated with the Contracting Officer's Representative (COR). The contractor will have access to restroom facilities, non-potable water, and electricity during construction. The backup generator and a separate port of entry must be considered in the installation plan. No existing electrical drawings or single-line diagrams are available; the site voltage is 220 V.
