Hazardous Waste Management and Emergency Response Services

The City of Pasadena Water and Power Department (PWP) seeks qualified firms to provide comprehensive hazardous and non-hazardous regulated waste management services and spill cleanup and emergency response services. The contract will have an initial term of five years from execution, with two optional one-year extension periods subject to City Manager approval.

The City owns and operates multiple facilities that routinely generate regulated wastes, including the Broadway and Glenarm Power Plants (85 and 45 East State Street, Pasadena, CA 91105), the Azusa Hydroelectric Power Plant (1850 Ranch Road, Azusa, CA 91702), the City Yard (311 W. Mountain Street, Pasadena, CA 91103), and other City facilities throughout Pasadena. Waste streams include used/unused/expired chemicals, empty oil/chemical drums, asbestos-containing wastes, lead-containing wastes (paint/primer), lubricant/solvent wastes, hydraulic fluids, aqueous ammonia wastes, spent powdered resin, cooling tower sludges, industrial wastewater sludges, oily/soapy water, oily rags/absorbents, oil filters, waste batteries, and animal biowastes. Electrical equipment oil may contain polychlorinated biphenyls (PCBs) requiring specialized handling and potential transport to authorized salvage/recycling facilities.

Key dates include a Q&A deadline of March 10, 2026 at 8:00 PM PST and a proposal submission deadline of March 31, 2026 at 8:00 PM PST. The procurement is competitive under City template PMC 4.08.047.

Proposal submission, evaluation, and award processes are detailed in the RFP documentation. Respondents must comply with prevailing wage requirements, federal contract provisions and terms and conditions, HUD requirements, FEMA requirements, and all applicable City and state regulations. Required submittals include completed forms covering legal status declarations, conflict of interest, disqualification disclosure, relevant experience, technical questionnaires, federal certifications, and other compliance documentation.
