Hazardous Waste Management and Emergency Response Services

The City of Pasadena Water and Power Department is seeking qualified firms to provide comprehensive hazardous and non-hazardous regulated waste management services and spill cleanup and emergency response capabilities. The contractor will serve multiple PWP facilities including Broadway and Glenarm Power Plants (85 and 45 East State Street, Pasadena, CA 91105), Azusa Hydroelectric Power Plant (1850 Ranch Road, Azusa, CA 91702), City Yard (311 W. Mountain Street, Pasadena, CA 91103), and other City facilities throughout Pasadena.

Services required include collection, transportation, and disposal of routine operational wastes generated at power generation facilities. Waste streams include used, unused, and expired chemicals; empty oil and chemical drums; asbestos-containing materials; lead-containing paint and primer; lubricant and solvent wastes; hydraulic fluids; aqueous ammonia; spent non-hazardous powdered resin; cooling tower tank sludges; industrial wastewater sludges; oily and soapy water; oily rags and absorbents; oil filters; waste batteries; and animal biowastes. The contractor must also manage electrical equipment oil containing polychlorinated biphenyls (PCBs) at varied concentrations, either through draining or arranging transportation to authorized salvage and recycling facilities.
