Hoosier Energy Rural Electric Cooperative 2022 All-Source Capacity and Energy RFP

Hoosier Energy Rural Electric Cooperative, Inc. is soliciting proposals for all-source capacity and energy resources to meet its procurement needs. This RFP seeks qualified bidders to submit proposals for new or existing generation resources, including renewable energy projects, battery storage, demand response, and other capacity resources that can be accredited as MISO capacity resources. The minimum project size is 25 MW, with Hoosier Energy considering procuring up to 500 MW by 2028. Projects must be located within or have deliverability to MISO North Zones 1-7, though PJM-sited projects may be considered if they can be accredited as MISO External Resources. The RFP accepts various offer types including Power Purchase Agreements (PPAs), Renewable Energy Certificates (RECs), Virtual PPAs, Call Options, tolling agreements, and MISO Zonal Resource Credits (ZRC) proposals. Projects targeting commercial operation dates (COD) before January 1, 2026 are acceptable for consideration, with Hoosier Energy's procurement need beginning in 2026 and increasing in subsequent years.

Key dates for this procurement include the Q&A period from July 25 through August 18, 2022, with the bidder registration form deadline at 5:00 p.m. EPT on August 11, 2022. The proposal submission deadline is August 25, 2022 at 5:00 p.m. EPT, though late submissions will be accepted with the submission date potentially factored into the evaluation. The bid screening and analysis period runs from August 31 through November 14, 2022, with notification of the short list occurring on November 15, 2022. Bidders selected for the short list will have the opportunity to submit best and final offers between November 16 and December 2, 2022. Final bid analysis continues through January 12, 2023, with notification of award recommendations occurring on January 13, 2023. Contract finalization is expected to occur between January and March 2023, subject to board approval by Hoosier Energy and participating members.

Bidders must submit a Non-Disclosure Agreement (Appendix C), complete the Bidder Registration Form (Appendix A), and submit proposals using the Evaluation Forms (Appendix B). Separate evaluation forms must be completed for each project proposal. Proposals should include detailed project information, permits required for completion, nameplate capacity, capacity guarantees, pricing, and other relevant technical and commercial details.
