Hydrogen Refueling Station Design, Construction, Operation, Maintenance and Land Lease

The County of Sacramento seeks qualified entities to submit proposals for a long-term land lease of up to 15 years for the design, construction, operation, maintenance, and ongoing supply of a hydrogen refueling station on county-owned property located at 4290 Bradshaw Road, Sacramento, CA 95827 (northwest corner of Bradshaw Road and Kiefer Boulevard), Assessor's Parcel Number 074-0020-067. The approximately two-acre site will support the County's Climate Action Plan and efforts to reduce greenhouse gas emissions in the Sacramento Region, which is designated as a severe ozone non-attainment area by the U.S. EPA. The station must serve the public, private, and governmental individuals and fleets, with capability to dispense a minimum of 1,200 kilograms of hydrogen fuel per day, primarily to power zero-emission vehicles.

Proposers must possess all licenses, certifications, and permits required to design, construct, operate, supply, and maintain a hydrogen refueling station in Sacramento County. Contractors and subcontractors must be registered with the California Department of Industrial Relations, with limited exceptions for bid purposes only. All prevailing wage requirements per California Labor Code apply; however, this is classified as a NO VALUE project in accordance with Labor Code section 1771.5. Proposers with fleets subject to the California Air Resources Board (CARB) Advanced Clean Fleets regulations must provide valid Certificates of Reported Compliance or document applicable exemptions by 4:00 PM on the second business day following the Notice of Intent to Award.

Key dates include a pre-proposal meeting on September 18, 2025 at 5:00 PM, questions and answers deadline of October 24, 2025 at 10:00 PM, and proposal submission deadline of December 5, 2025 at 11:00 PM. Insurance and bond requirements are detailed in Article 10 of the Sample Lease Agreement (Attachment C). The County is committed to significantly reducing petroleum fuel consumption, pollution, and carbon emissions in the Sacramento Region in support of Executive Order 79-N-20, which mandates 100 percent of new passenger car and truck sales be zero-emission by 2035.
