IBM Maximo Application Upgrade to MAS 9 and Platform Migration

The City of Lakeland is seeking qualified upgrade and migration partners to migrate its current on-premise IBM Maximo 7.6.12 deployment (running on Oracle database) to the latest version and a recommended platform. The City currently licenses Utilities, Spatial, IBM Control Desk, and Enterprise Adapter for Oracle modules, supporting approximately 600 users across Electric, Water, Telecom, Central Stores, and Parks departments.

The scope of work includes: conducting a comprehensive SaaS alignment analysis to identify customizations and configurations that should be redesigned or eliminated for vanilla functionality; redesigning integration points within Maximo; and migrating from Maximo Anyplace to Maximo Mobile. Current integrations that require redesign include Oracle EBS (bidirectional data flows for items, companies, GL components, accounts, purchase orders, receipts, and manufacturing data), UMS Cayenta Billing System (electric/water meters and service addresses), CUES GraniteNet Integration, Schneider Electric Designer and CU Builder, and GIS Integration.

Proposals should demonstrate cloud and SaaS platform preference alignment, while remaining within project budget. If proposing services-only solutions, vendors must specify the platform and include its cost in total cost of ownership calculations. The City's strategy favors reducing reliance on internally owned resources and maintaining flexibility to transition to competing products post-migration. The platform selected should position the City to migrate to alternative applications if desired in the future.

Key dates include a pre-proposal conference on January 6, 2025, a Questions and Answers deadline of January 17, 2025, and a proposal submission deadline of February 7, 2025.
