IGP RFP - Oahu

Hawaiian Electric is conducting a competitive solicitation for renewable energy and energy storage resources to support grid modernization, rate stabilization, and energy equity objectives outlined in the Company's Integrated Grid Plan filed in Docket No. 2018-0165. The IGP RFP seeks proposals for variable and firm renewable energy generation as well as energy storage resources on Oahu and Hawaii Island, including but not limited to wind, solar, geothermal, biomass, biofuels, and standalone energy storage projects. The RFP aims to advance decarbonization of the electric grid while managing affordability, resilience, and reliability.

Key dates include: Draft IGP RFP filed April 30, 2024; updated draft filed June 6, 2025; final updated draft filed July 7, 2025. Public comment periods and community engagement meetings have been conducted to gather stakeholder feedback. A technical conference is planned for late 2025. Projects are expected to achieve Guaranteed Commercial Operations Dates (GCOD) by December 1, 2029 and December 1, 2033.

Proposals must include detailed facility technical models prepared by qualified engineering consultants. Pre-screened interconnection locations are identified on Oahu and Hawaii Island, with additional locations added as of March 24, 2026 (69kV Kilauea-Puna and 69kV Kilauea-Kamaoa lines for Hawaii Island). The evaluation process incorporates non-price factors including energy equity considerations, siting in prioritized Renewable Energy Zones (REZ), and wildfire risk area avoidance. Wildfire risk area shapefiles and REZ shapefiles are available upon request to qualified proposers who have executed a Mutual Confidentiality and Non-Disclosure Agreement (NDA).

Proposers must execute an IGP Mutual Confidentiality and Non-Disclosure Agreement with Hawaiian Electric to access pre-screened substation layouts, high-level interconnection maps, and land RFI results. The form is non-negotiable and must be digitally signed in Adobe. All facility models must be developed by qualified engineering consultants, with Hawaiian Electric providing a list of study consultants with prior procurement experience.
