Innovation Hub State-Level Pilot Support Services

Efficiency Maine Trust seeks a qualified contractor or team of contractors to implement a suite of initiatives demonstrating new or emerging applications of heat pump technology in Maine. The project focuses on field testing to analyze, optimize, and demonstrate the performance and economics of technical solutions for whole-home heating in cold climates, including heat pump equipment models, engineering designs, and installation techniques. The installations and lessons learned will be used to train HVAC installers in Maine and other states.

This project serves as the core component of Maine's State-Level Heat Pump Pilot, funded through the New England Heat Pump Accelerator. The selected contractor will serve as the pilot delivery team and manage all aspects of the project under Trust oversight and direction. The contract will be structured on a Time and Materials basis with a Not-To-Exceed maximum budget.

Key project dates include an informational webinar on July 1, 2026 at 11:00am EST to discuss the RFP. Eligible installation locations include low- to moderate-income census tracts in Maine (see Attachment E). The contractor must accept all terms and conditions in the Services Agreement (Attachment B) and provide a detailed project cost proposal using the required form (Attachment A).

Required documents for submission include the RFP response, project cost form, team commitment form if applicable (Attachment C), any redlines or exceptions to the Services Agreement, and confidential information management system policy compliance (Attachment D).
