Silicon Valley Clean Energy (SVCE) is seeking a qualified consultant to analyze mechanisms to achieve sufficient up-front capital to support decarbonized buildings at scale in their territory by 2045. The project will assess funding mechanisms and estimate the size of each mechanism along with policy changes and other measures such as rate design alternatives. The primary deliverable is a 10-to-15-page whitepaper summarizing the mechanisms to achieve decarbonization in SVCE territory with size estimates for each mechanism. The whitepaper will serve as a launchpad for conversations with stakeholders (State, CCAs, Utilities, Financial Institutions) by providing analytical depth. The scope of work includes collaboratively writing the whitepaper with SVCE staff, focusing primarily on Sections 4 (Funding Mechanisms to Achieve Building Decarbonization at Scale) and 5 (How Stakeholders Can Collaborate). The consultant will analyze funding mechanisms including Programs Budget, Revenue increase from electrification, Ratemaking, Capital Markets, Policy/Regulatory/Infrastructure funds, and Grants, providing size estimates and dates available for each. The consultant should have deep knowledge of electrification, decarbonization, California institutions, public funds, rate structures, ratemaking, and capital markets financing.
