INTERNATIONAL COMPETITIVE BIDDING FOR CONSULTING AND ENGINEERING SERVICES - Expansion of Needsmust Power Plant

The St. Kitts Electricity Company Ltd (SKELEC) seeks qualified consulting firms to provide comprehensive engineering design, review, and construction supervision services for the expansion of the Needsmust Power Plant. The project is financed through a loan from the Saudi Fund for Development and focuses on the procurement and implementation of an 18MW hybrid power plant with associated electrical infrastructure upgrades.

The assignment spans 26 months from commencement, structured as follows: six months for engineering consultancy and tender document preparation; eighteen months for construction supervision; and two months for project finalization. Key deliverables include engineering studies for the Battery Energy Storage System (BESS), interconnection requirements analysis, preparation of bid documents for the 18MW hybrid power plant, and supervision of construction activities to ensure quality, timeliness, and compliance with engineering specifications, social, environmental, and utility standards.

Selection will be based on Quality and Cost Based Selection criteria. Qualified candidates must demonstrate: organizational structure capable of delivering required services; supervision experience on at least three hybrid power plant contracts within the past five years (2021-2025), including one major plant of at least 20MW with a minimum budget of $20,000,000 USD, with at least one project in the Caribbean or Americas region; a permanent staff of at least ten personnel in relevant engineering, tendering, supervision, and project management fields; and average annual turnover of at least $5,000,000 USD for the three-year period 2023-2025.

Consultants may form joint ventures or sub-consultancy arrangements to strengthen qualifications. The RFP is open to Local, Saudi-based, and International Consulting Firms. Proposals must be submitted in English (one original plus three copies) in a sealed envelope, delivered by hand, registered mail, courier, or email to the Project Implementation Unit (PIU) at SKELEC no later than April 4, 2026 at 23:59 AST.
