ITB# 202620-Purchase of Three (3) Backup Generators for Wastewater Treatment Plant

The City of Homestead is procuring three (3) diesel engine generators for its wastewater treatment facility to enhance operational resilience during electrical service interruptions. This Invitation to Bid (ITB) is federally funded through the U.S. Department of Housing and Urban Development's Community Development Block Grant Mitigation Program (CDBG-MIT) I0127. The selected vendor shall be responsible for providing all necessary equipment, materials, transportation, delivery, fuel, power, and communication capabilities. The vendor must also provide installation, setup services, and training upon equipment delivery.

The three generators will operate in parallel under a Master Paralleling Controller, with outputs combined through a generator output switchboard into a single connection powering the distribution switchboard. The output switchboard includes a permanent portable generator connection per National Electrical Code (NEC) requirements to provide additional operational continuity during maintenance or when permanent generators are unavailable. An Automatic Transfer Controller (ATC) at the distribution switchboard will perform all monitoring, control, and transfer operations to automatically switch between utility and generator power during outages.

This procurement is part of a two-package pre-purchase effort undertaken due to extended equipment lead times. Bidders must comply with Presidential Executive Order 11246, Title VII of the Civil Rights Act of 1964, the Copeland Anti-Kickback Act, the Contract Work Hours and Safety Standards Act, and all applicable federal, state, and local regulations including 2 CFR Part 200, 24 CFR Parts 1, 6, 75, 85, and 570 sections.
