ITB 3-26 McKenzie View Reconductor Phase 3A

Emerald People's Utility District is seeking bids for the McKenzie View Reconductor Phase 3A project, which involves reconductoring overhead three-phase lines to 336 AAC to replace existing 6BC wire and continue the development and enhancement of a feeder tie. The work is located on McKenzie View Drive in Coburg (Eugene), Oregon, with a performance period from May 7, 2026 through September 15, 2026.

The scope of work includes all labor, materials, equipment, supervision, and services necessary to complete the reconductoring activities in accordance with the contract documents and applicable specifications. Bidders must provide a lump sum base bid price that includes all costs required to perform the work except as otherwise expressly identified in the project exhibits. The project is subject to prevailing wage requirements under ORS 261.345 and Oregon public improvement contract laws.

Key submission dates include: ITB released March 25, 2026; non-mandatory pre-bid conference April 1, 2026 at 10:00 AM PT at 33707 McKenzie View Dr, Eugene, OR 97408; last date for questions April 13, 2026; bid closing April 22, 2026 at 12:00 PM PT; intent to award announcement April 29, 2026; board approval May 5, 2026; and contract award May 6, 2026. Responses are evaluated April 23, 2026.

Bidders must comply with all requirements including submittal of cover letters, references, bonds (10 percent bid security for bids), insurance certificates, W-9 forms, and first-tier subcontractor disclosures. The contract includes performance bonds and payment bonds equal to the full contract price. The District reserves the right to award the contract to the lowest responsive and responsible bidder whose bid conforms to all material requirements.
