ITB 4-26 Creswell Substation Feeders Phase 3

Emerald People's Utility District is inviting bids for the construction of an extension of a new Creswell feeder to the south, located on Melton Road adjacent to Hobby Field in Eugene, Oregon. The work involves the installation of electrical distribution infrastructure as part of the District's utility expansion project. The project has a performance period from August 3, 2026 through August 27, 2026, requiring completion within approximately four weeks.

Bidders must submit complete proposals including cover letters with contractual acceptance statements, references for similar projects completed in the last five years, acknowledgment of all exhibits and addenda, ITB acceptance forms, bonding documentation, signed construction contracts, certification statements, workers' compensation exemption certificates, W-9 forms, detailed bid forms with pricing, and first-tier subcontractor disclosure information. All bids must comply with Oregon Revised Statutes 279A, 279B, and 279C, as well as District Purchasing Policies. The project is subject to prevailing wage requirements under ORS 261.345.

Key dates include: Invitation to Bid released May 7, 2026; last day for clarifications and questions May 21, 2026; bid closing June 4, 2026 at 12:00 PM PT; responses evaluated June 8, 2026; Intent to Award announced June 10, 2026; Board approval June 16, 2026; and Contract Award June 17, 2026. Bidders must submit bids by email to cassie@epud.org, by mail, or by hand delivery to the District's main office at 33733 Seavey Loop Road, Eugene, OR 97405.

The District requires performance and payment bonds equal to the full contract price for construction contracts exceeding $100,000. Contractors must provide certificates of insurance including workers' compensation, commercial general liability ($1,000,000 per occurrence, $2,000,000 aggregate), commercial automobile liability ($1,000,000 per occurrence), pollution liability ($1,000,000 per occurrence and aggregate), and builders all-risk insurance equal to 100% of the contracted work value. All insurance must be provided by companies admitted to do business in Oregon.
