J-133 (PDB) Laboratory Replacement at Plant No. 1

Orange County Sanitation District (OC SAN) is seeking a Design-Builder to develop and construct a new, state-of-the-art two-story laboratory facility at 18350 Mount Langley Street in Fountain Valley, California. The project involves construction of approximately 56,000 square feet of laboratory space designed to accommodate current and future National Pollutant Discharge Elimination System (NPDES) permit requirements and support the full scope of OC SAN's compliance operations for the next 30 years.

The laboratory facility will support Analytical Chemistry (Organics and Inorganics Analysis), General Chemistry, Microbiology, Ocean Monitoring, Taxonomy, Toxicology, Sample Receiving and Aliquoting, and Source Control activities. The project also includes demolition of the existing Mount Langley building and associated site work. The Design-Builder will establish a collaborative relationship with OC SAN and the Owner Advisor (OA) to encourage innovation in delivery, design, and construction.

Key project objectives include expediting the delivery schedule while optimizing quality, performance, reliability, flexibility, and energy efficiency. The project must be completed with laboratory personnel move-in no later than Q4 2032, and the Design-Builder must deliver a cost-effective project that meets the established capital cost budget. This is a Progressive Design-Build (PDB) delivery method engagement.
