Jefferson Park Community Outreach and Project Visioning

The City of Pasadena Department of Public Works seeks qualified consultants to provide comprehensive community outreach, engagement, and public education services for the Jefferson Park Stormwater Capture Project. The selected consultant will develop an innovative public engagement strategy that builds awareness of the Safe, Clean Water Program (Measure W) and highlights the multiple community and environmental benefits of proposed stormwater capture improvements at Jefferson Park, located at 1501 East Villa Street in Pasadena. The park is 4.4 acres and currently houses recreational facilities including basketball courts, softball fields, playground structures, and passive park space.

A primary objective is to foster local ownership, advocacy, and participation in shaping community resilience and watershed stewardship, ensuring residents feel connected to the project's goals and long-term success. The outreach will directly inform the development of a Feasibility Study for the Jefferson Park Stormwater Capture Project, funded by the City's Measure W Local Return Funds. The project was identified in the City's 2022 Storm Drain Master Plan as a high-priority location for regional stormwater capture to meet compliance goals in the Rio Hondo Watershed by improving water quality in the upstream Rubio Wash.

The consultant will design and implement a comprehensive engagement strategy to involve Jefferson Park neighbors, community groups, and broader Pasadena stakeholders. Deliverables include developing innovative public education tools, facilitating interactive visioning sessions, and providing accessible communication materials to ensure meaningful community participation. The consultant's work will guide a collaborative decision-making process, contributing to a final project concept that integrates stormwater management with enhanced community amenities, urban greening, and long-term watershed health.
