Request for Proposal for RA Portfolio Management Services and Regulatory/Compliance Services. The Joint CCAs seek service providers to manage Resource Adequacy (RA) procurement for five California Community Choice Aggregators (East Bay Community Energy, Central Coast Community Energy, Peninsula Clean Energy, San Jose Clean Energy, and Silicon Valley Clean Energy). Services include: (1) Creating and maintaining individual and joint CCA RA portfolios with rolling 5-year forecasts, determining residual monthly and annual RA positions (System, Flexible, Local), aggregating joint CCA RA needs and Transfer Capability Rights, providing branch group recommendations, aggregating resource outages and RA substitution needs, and providing rolling 3-year price forecasts; (2) Managing and monitoring joint CCA RA portfolio for Month-Ahead and Year-Ahead Showings compliance; (3) Creating and issuing joint CCA RA competitive solicitations throughout the year, determining participating CCAs per solicitation, creating bid/offer forms, maintaining qualified generator and counterparty lists, and soliciting LSEs for import transfer capability rights; (4) Conducting regular bilateral outreach to brokers and suppliers; (5) Providing recurring reports on competitive solicitation and bilateral outreach outcomes; (6) Proposing trades/reallocations within joint CCA RA portfolio using least-cost and best-fit methodology with broker and market pricing recommendations; (7) Reporting results and developing allocation methodology for RA offer volumes; (8) Tracking RA substitution needs for resource outages and coordinating coverage opportunities; (9) Providing declaration and supporting materials for joint CCA local waivers; (10) Adapting to changes in RA market and requirements; (11) Supporting Central Procurement Entity services including bidding existing Local RA contracts, integrating CPE allocations, forecasting scenarios for future allocations, and procuring local RA replacements. Regulatory/Compliance Services (per CCA) include: (1) Serving as main point of contact with CPUC and CEC; (2) Creating, maintaining, and filing year-ahead and month-ahead RA templates to CPUC and coordinating supply plan submissions to CAISO; (3) Resolving supply plan validation errors; (4) Submitting historical load information to CPUC; (5) Submitting load forecast data to CEC, CPUC, and IOU; (6) Notifying CCAs of RA process or market rule changes; (7) Providing other regulatory and compliance services related to RA filings. Bidders must propose 2-year and 3-year fixed fee proposals with no annual escalators for both RA Portfolio Management Services (joint pricing) and Regulatory and Compliance Services (per CCA pricing).
