AI Overview
Kansas Electric Power Cooperative (KEPCo) is issuing a Request for Proposals to solicit offers for capacity that could include generation and/or storage projects through ownership, power purchase agreements (PPAs), or a combination thereof, with a Commercial Operation Date (COD) on or before May 31, 2032. All submitted project offers must interconnect within the Southwest Power Pool (SPP) service territory and be capable of being registered by KEPCo as a Network Resource with the SPP Integrated Marketplace and satisfy Resource Adequacy requirements.
The RFP seeks proposals for new build generation, storage projects, PPAs, or combinations thereof, with a nameplate rating not less than 10 MW each, with an aggregate upper limit of approximately 125 MW. Eligible technologies include Wind, Solar PV, Standalone Energy Storage Systems, Energy Storage Systems partnered with other generation assets, Conventional gas-fired generation resources (Combined Cycle, Combustion Turbines, Reciprocating Internal Combustion Engines), Equipment Only, and Other Technologies. For PPA offers, termination dates must be on or after June 1, 2037. Respondents may submit multiple proposals and are encouraged to show creativity in combining different assets.
Key submission requirements include a Notice of Intent to Bid due March 18, 2026, submission of a Proposal Document in PDF format by April 30, 2026 at 5:00 PM Central Prevailing Time, and inclusion of Executive Summary, Environmental and Local Permitting information, Site and Project Information/Layout, Reliability and Technical Specifications, Preliminary Production Estimates, Environmental Studies, Interconnection Studies, Project/Construction Schedule, Operation and Maintenance Offerings, and Decommission Studies. A virtual pre-bid conference is scheduled for March 25, 2026 at 9:00 AM CPT.
Proposals will be evaluated using both price and non-price or qualitative criteria. Price factors will recognize the value of power associated with the delivery profile and capacity needs filled. The initial shortlist will be made up of the highest scoring proposals based on price, economic benefits, and non-price evaluations. Shortlisted respondents will be asked to submit further details through a Shortlist Q&A Log and will have the opportunity to submit best and final offers. KEPCo reserves the right to conduct post-bid negotiations on both price and contract terms, with any negotiated contract conditioned upon approval by applicable regulatory authorities. KEPCo reserves the right to reject any or all proposals, terminate the RFP, or revise capacity needs at any time.
