Kerr Governor Front End System Upgrade

The Grand River Dam Authority (GRDA) is seeking qualified vendors to supply and deliver a Governor Control Cabinet system with rate calculation and water discharge management capabilities. This solicitation includes options for both installation and commissioning services, as well as training delivery. The system must be capable of performing rate calculations with model validation and training functionality, with pricing offered in fixed-format options for installation, commissioning, and training services.

Vendors must demonstrate documented lead time and the ability to supply the first unit by mid-October 2025. All proposals must be submitted through the Bid Express platform (https://www.bidexpress.com) in a sealed bid format. The submission deadline is Wednesday, July 23, 2025 at 3:00 PM Central Time. Questions regarding the solicitation must be submitted through the Bid Express website by Tuesday, July 1, 2025 at 3:00 PM Central Time.

The solicitation has been amended four times to provide clarity on pricing formats, update rate calculation spreadsheets with additional input lines for model validation and training, include governor control cabinet reference photos, and extend the submission deadline. All submissions require a $50.00 upload fee through Bid Express. Bid opening will take place electronically on the Bid Express website without a public in-person opening.
