KEYS Bid 13-26 Specifications for Underground Trenching and Conduit Services

Keys Energy Services (KEYS), a municipal electric utility serving the lower Florida Keys, is seeking sealed bids for a utility service contract to install trenches, conduits, manholes, foundations, and related infrastructure for underground primary electrical circuits (15KV). The contract will be based on unit pricing with estimated quantities that are not guaranteed. Ninety-five percent (95%) of the work will be non-emergency in nature.

Work includes horizontal conduit runs with Schedule 40 PVC enveloped in concrete, backfill with 57 rocks and compaction, installation of ground wire and tracer wire, conduit proving, manhole installation, riser pole construction, and padmount transformer/sectionalizer foundation work. All conduits must be properly separated from communication utilities and buried to specified depths with warning tape. Contractors must clean and restore job sites to City, County, and FDOT standards, including asphalt and concrete restoration. The contract will run from October 1, 2026, through September 30, 2029, with options for two additional one-year extensions at the same unit pricing.

Key deadlines: Sealed proposals must be received electronically via VendorLink or DemandStar (or paper submission via FedEx/UPS/in-person) by 10:00 a.m. on Friday, July 10, 2026. Questions must be submitted in writing to purchasing@keysenergy.com no later than Friday, June 26, 2026 at noon. The Bid Opening Committee will meet virtually on Friday, July 10, 2026 at 10:00 a.m. to open and publicly read proposals. Contractors must complete planned work within three (3) weeks of KEYS assignment, with liquidated damages of $200 per day assessed for delays. Emergency work must commence within twenty-four (24) hours of notification.

Contractors must provide comprehensive project documentation including digital photos of all underground work before concrete covering, detailed as-built drawings within one week of completion, and advance notice of 24 hours for KEYS inspections. The contractor is responsible for all permits (City, County, DOT), dewatering, material costs, labor, equipment, overhead, profit, and insurance. Proposals will be evaluated based on experience with similar projects, range and suitability of services, project management approach, pricing, and references.
