AI overview

The Utility Board of the City of Key West, Florida, operating as Keys Energy Services (KEYS), is soliciting sealed bids for the purchase of distribution transformers. The contract covers pole-mount, single-phase dead-front pad-mount, and three-phase dead-front pad-mount transformers for KEYS' 13,800/7,970 volt Wye distribution system. Specific quantities are listed on the proposal pages, including single-phase pole-mount units (25-75 kVA), single-phase pad-mount units (up to 250 kVA), and a three-phase pad-mount unit (1000 kVA). All transformers must be assembled in the USA with major components made in the USA, and must comply with the latest ANSI/IEEE standards and the U.S. Department of Energy's 10 CFR Part 431 energy conservation standards. The base bid requires 304/304L stainless steel construction for tanks, covers, hardware, and other specified components, with a corrosion-resistant finish suitable for severe coastal environmental conditions.

Bidders must submit guaranteed no-load and full-load loss values, impedance, exciting current, and estimated delivery dates. The evaluation will use total owning cost (TOC) calculated as TOC = Price + (NL Watts x 8.380) + (LL Watts x 2.258). Bidders within 2.5% of the lowest TOC are considered equivalent and then compared on total selling price; lead times are also considered. Technical specifications include detailed requirements for taps, bushing wells, lightning arrestors, break switches, bayonet fuses, pressure relief devices, nameplates, packing, and F.O.B. delivery to the Stock Island warehouse. Warranty is one year from installation or 18 months from shipment.

Sealed proposals must be submitted electronically via VendorLink or DemandStar before 10:00 a.m. on October 16, 2026. Emailed proposals are not accepted. Paper submittals may be sent via FedEx, UPS, or in person to Keys Energy Services, Bid Opening Committee – KEYS Bid 20-26, 6900 Front Street Extended, Key West, FL 33040, and must be received before the opening time. Questions must be submitted in writing to purchasing@keysenergy.com by noon on October 2, 2026. A public bid opening will be held virtually on October 16, 2026 at 10:00 a.m. Bidders must include the Proposal Pages, Bidder's Statement, Public Entity Crimes Sworn Statement, and Drug-Free Workplace Statement.

The contract duration is two years from execution or until the original order is accepted. Bids must remain firm for 120 days. A supply bond or certified check for 100% of the contract amount is required within 10 days of award. KEYS reserves the right to adjust quantities, reject any or all proposals, and waive informalities. Liquidated damages of $50 per day apply for late delivery. The award will be made to the lowest responsive and responsible bidder that, in KEYS' judgment, best serves its interests.
