Kiefer Landfill Groundwater Treatment Plant, Extraction Well 16 Connection

The Sacramento County Department of Waste Management & Recycling (DWMR) is soliciting bids for the connection of groundwater extraction well EW-16 to the existing Kiefer Landfill Groundwater Treatment Plant (KTP) treatment system. The project requires the furnishing of labor, materials, equipment, and incidental work to complete the installation and connection of the extraction well to the treatment network.

Scope of work includes: installation of a pump provided by DWMR; provision and installation of well station piping, valves, meters, electrical pedestal with variable frequency drive (VFD), and concrete well pad; provision and installation of approximately 800 feet of subsurface water pipe; construction of a gravel road to reach existing infrastructure; provision and installation of approximately 2,700 feet of 4-wire power cable in new and existing conduits; and installation of programmable logic controller (PLC) and radio communications components provided by DWMR. Extraction well EW-16 was drilled and constructed in 2024 and will be connected near the southwestern edge of the treatment plant at extraction well EW-9.

The Kiefer Landfill Groundwater Treatment Plant currently includes 15 extraction wells connected to the treatment facility. Environmental permits and biological surveys have been completed, including an addendum to the Kiefer expansion Environmental Impact Report (PLER2024-00046) with a finding of no substantial impact, and a South Sacramento Habitat Conservation Plan permit authorization (SHCP 2024-0010) issued in 2024, with an addendum issued in 2025 to add the gravel road component. Key dates include: Pre-Proposal meeting on July 29, 2025 at 5:00 PM; Questions and Answers deadline on August 5, 2025 at 1:00 AM; and proposal submission deadline on August 14, 2025 at 9:00 PM.
