Kiefer Landfill Source Testing Services

The County of Sacramento is soliciting proposals for air quality source testing services at the Kiefer Landfill, located at 12701 Kiefer Boulevard in southeastern Sacramento County, California. The Kiefer Landfill is a Class III landfill permitted for Modules M1 through M11, with landfilling currently occurring primarily in M4. The facility operates a landfill gas (LFG) extraction system that commenced operations on January 3, 1997, consisting of vertical and horizontal extraction wells installed in M1, M1-L, M2, and M3, with expansion to M4 expected in late 2025.

The LFG system currently collects approximately 7,500 CFM and feeds two gas destruction flares (5,000 SCFM and 4,000 SCFM capacity) and two gas-to-energy plants comprised of a total of five internal combustion engines (CAT 3616 engine/gen sets). The Sacramento Metropolitan Air Quality Management District (SMAQMD) issued permits to operate the flares and engine sets based on Federal, State, and local regulations. Contractors must be qualified to perform comprehensive air quality source testing and monitoring services to ensure compliance with operating permits and environmental regulations.

Key deadlines include a Questions and Answers deadline of December 19, 2025, and a proposal submission deadline of January 16, 2026. Prospective vendors should review the attached Permit to Operate documentation and sample contract terms provided by the County. All proposals must comply with the Proprietary Agreement and County contract terms outlined in the RFP attachments.
