The RFP was issued on August 3, 2026. Interested parties must submit confidentiality agreement requests by August 26, 2026, and all proposal responses are due September 2, 2026. The solicitation schedule anticipates short-list selection on November 18, 2026, execution of definitive agreements by March 16, 2027, and filing for regulatory approvals on March 30, 2027. Required regulatory approvals are targeted for March 30, 2028, with notice to proceed issued on May 16, 2028. Selected resources must achieve commercial operation no later than March 31, 2031. The schedule is subject to review.
