Lakeland Electric Fire Protection Systems Inspections and Testing (including Fire Extinguishers)

The City of Lakeland is seeking qualified fire protection system contractors (Florida Statute 633) to provide comprehensive year-round inspection and testing services for fire protection systems at three power generation stations: McIntosh, Larsen, and Winston Peaking Station. The scope includes quarterly, semi-annual, annual, and 5-year testing and inspections of all fire protection systems and site fire extinguishers.

The fire protection systems to be inspected and maintained include engineered systems (Clean Agent FM200, CO2, dry or wet extinguishing agents, and HI-FOG Water Mist Systems), sprinkler systems (Deluge, Wet Pipe, Dry Pipe, Pre-action, and AFFF systems), standpipes, hydrants, fire protection valves, fire alarm panels and detection devices, and fire extinguishers. Equipment coverage spans approximately 10 sprinkler systems with 22 zones, one HI-FOG Mist System, 73 standpipes and hydrants, 12 engineered systems, 24 fire alarm panels, and 240 fire extinguishers (Dry Chemical, Purple K, CO2, and Wet Chemical types) across the three power plant locations, plus 24 spare extinguishers. Testing will also include door fan tests and inspections on the U5 Combined Cycle unit, M-Gas Turbines 1 and 2, and 2 Diesel Generators.

The contractor must provide 8 hours of hands-on or classroom training per quarter, with subject matter determined quarterly based on facility needs. Key dates include a Q&A deadline of October 11, 2023 at 21:00 and a proposal submission deadline of October 25, 2023 at 19:00. The sites are located at: McIntosh Station (3030 E. Lake Parker Drive, Lakeland, FL), Larsen Station (2002 E. Highway 92, Lakeland, FL), and Winston Peaking Station (1200 Airport Road, Lakeland, FL).

Bidders must be licensed fire protection contractors in Florida and must complete all required insurance, safety, vendor questionnaire, and pricing proposal sections. All bid documents and technical specifications are available through the City of Lakeland procurement portal.
